His DPD file mentioned a military record. Consider that most of us come in with some sort of advanced skill set, so I'm betting it's decent, just by that logic. Err on the side of caution.

They're using a device to keep the head from influencing the building much. That's why it's not bugged. Device eats a lot of power, though, so we'd have to find ways to access a power grid or work on our own strong source to keep another place safe.
